Stephen D. Pereira

Stephen Pereira is a partner in the firm of Pereira, Kirby, Kinsinger & Nguyen, LLP and since 2004 has focused his practice on education law and municipal law representing the Gwinnett County Board of Education and the City of Duluth on a wide variety of legal issues including general school law, economic redevelopment, real estate, employment law, constitutional law, personal injury, Title IX, and workers’ compensation.

Mr. Pereira graduated from Winthrop University with B.A. degrees in political science and philosophy in 1993. Following undergraduate study, he earned his law degree from the University of Georgia School of Law in 1996. He is a 2012 graduate of Leadership Gwinnett and currently serves on the Foundation Board of Directors for that organization.

Cindy Phan

Cindy Phan is an associate attorney with Pereira, Kirby, Kinsinger & Nguyen. She graduated summa cum laude from the University of Georgia in 2021 with degrees in Linguistics and International Affairs. In 2024, she received her J.D. from the University of Georgia School of Law. While in law school, she was honored with the Victoria Sweeny Leadership Annual Scholarship and the Sumner Memorial Fund Fellowship. She served as the Executive Editor for Vol. 52 of the Georgia Journal of International and Comparative Law and a Dean Rusk Student Ambassador. She is currently admitted to practice law before the Supreme Court of Georgia, the Georgia Court of Appeals, and the Superior Courts within Georgia.
